The voting system on each ballot decides the maths. The Decision Report reads which system applies and adapts β€” never one report stretched over every race.

Nigerian elections run on first-past-the-post at every legislative and county tier. The Decision Report computes per-constituency vote share with a margin of error on every number, classifies each LGA as safe / lean / tilt / toss-up, and ranks LGAs by competitiveness β€” no party-list maths, just per-seat outcomes.
