Election-system aware Decision Report

Rwanda combines a directly-elected presidency with a proportionally-elected Chamber of Deputies and indirectly-elected Senate. The Decision Report handles each system on its own terms: per-candidate vote share for the presidential race; party-share + seat projection for the Chamber; council composition for the indirectly-elected Senate based on the provincial-council layer.
