Methodology

Election-system aware Decision Report

South Africa runs three voting systems on the same platform. The National Assembly and 9 Provincial Legislatures are closed-list proportional representation: votes are aggregated to the national / provincial level and seats allocated by party share. Local government uses a mixed system: half the seats are won outright at the ward level (FPTP), the other half allocated by PR top-up so the council overall reflects the party-list vote. The Decision Report adapts to whichever system is on the ballot — for PR races we report party share + projected seat allocation; for ward FPTP we report per-ward winners.
